ارزیابی و تبیین شاخص‌های حکمرانی خوب در ارتقای سلامت محیط‌زیست

چکیده

پژوهش حاضر با هدف ارزیابی شاخص‌های حکمرانی خوب و نقش آن در سلامت محیط‌زیست ایران انجام شده است. این مطالعه ازنظر هدف، بنیادی، ازنظر ماهیت و روش، توصیفی و ازلحاظ نحوه روابط بین متغیرها جزو مطالعات همبستگی است. گردآوری داده‌ها در دو مرحله انجام شد: ابتدا مبانی نظری و پیشینه پژوهشی با استفاده از روش کتابخانه‌ای و سپس نظرات پژوهشگران از طریق پرسشنامه‌های محقق­ساخته گردآوری شد. جامعه آماری شامل دو گروه بودند: گروه اول، 25 نفر از خبرگان دانشگاهی که به شیوه گلوله برفی انتخاب شدند. این افراد جهت سنجش روایی و پایایی پرسشنامه‌ها در فرآیند تحقیق مشارکت کردند. گروه دوم، 87 نفر از پژوهشگرانی بودند که درباره متغیرهای این تحقیق مطالعه کرده‌اند که طبق برآورد فرمول کوکران 73 نفر به روش نمونه‌گیری تصادفی ساده، برای پاسخ‌دهی به پرسشنامه‌ها انتخاب شدند. نتایج پژوهش نشان می‌دهد: نخست، حکمرانی خوب را می‌توان به‌واسطه شاخص‌های حکومت محلی، سازمان‌های مردم‌نهاد، حاکمیت قانون، پاسخگویی عمومی و مسئولیت اجتماعی تبیین کرد. همچنین مؤلفه‌های مدیریت منابع آب، کاهش گازهای گلخانه‌ای، کاهش فرسایش خاک، استفاده از انرژی‌های سبز و مدیریت پسماند، قابلیت تبیین سلامت محیط‌زیست را دارند. دوم، مطابق نتایج آزمون همبستگی، بین حکمرانی خوب و سلامت محیط‌زیست رابطه‌ای مستقیم و معناداری وجود دارد. سوم، طبق نتایج آزمون رگرسیون، هر یک از شاخص‌های حکمرانی خوب سهم نسبی در پیش‎بینی تغییرات محیط‌زیست دارند. درنهایت می‌توان استدلال کرد حکمرانی خوب رویکردی مهم و مطمئن جهت حفظ و سلامت محیط‌زیست است و از طریق استقرار آن می‌توان به حل بحران‌های محیط‌زیستی کمک کرد.

چکیده [English]

The present research aims to evaluate the indicators of good governance and their role in the environmental health of Iran. This study is fundamental (basic) in terms of its objective, descriptive in terms of its nature and method, and classified as a correlational study regarding the relationships between variables. Data collection was conducted in two stages: first, the theoretical foundations and research background were gathered using library-based methods, and then the opinions of researchers were collected through a researcher-designed questionnaire. The statistical population consisted of two groups: the first group included 25 academic experts who were selected using the snowball sampling method. These individuals participated in the research process to assess the validity and reliability of the questionnaires. The second group consisted of 87 researchers who had studied the variables of this research. According to Cochran's formula, 73 individuals were selected through simple random sampling to respond to the questionnaires. The results of the research indicate that good governance can be explained through the indicators of local government, non-governmental organizations, the rule of law, public accountability, and social responsibility. The components of water resource management, reduction of greenhouse gases, soil erosion control, use of green energy, and waste management can also explain environmental health. Second, according to the results of the correlation test, there is a direct and significant relationship between good governance and environmental health. Third, according to the results of the regression test, each of the good governance indicators has a relative share in predicting environmental changes. Finally, it can be argued that good governance is an important and reliable approach to preserving and safeguarding the environment, and its establishment can contribute to addressing environmental crises.
