تحلیل نقش سرمایه گذاری در آموزش جهت تحقق توسعه پایدار؛ با تأکید ویژه بر آموزش محیط زیست

چکیده

ایده توسعه پایدار از دل نگرانی­های محیطزیستی و نقد توسعه اقتصادی و صنعتی پدید آمد و آرمان آن حفظ منابع برای همه نسل­ها در کنار رفع نیازهای نسل کنونی است. توسعه پایدار نیازمند تغییرات وسیعی در زندگی جوامع در همه سطوح است. این تغییر نیازمند مشارکت مردم و جامعه مدنی است و لازمه آن نیز آگاهی و آموزش مردم درباره توسعه پایدار است. آموزش، زیربنای توسعه‌ جهان نوین است و بدون دستیابی به آموزش و ایجاد آگاهی همگانی در انسان­ها توسعه پایدار از شعاری سطحی و عوامانه فراتر نخواهد رفت. هدف این پژوهش که با استفاده از روش توصیفی از نوع تحلیل اسنادی به انجام رسیده، تبیین و تحلیل اثر آموزش و به ویژه آموزش محیط زیست بر توسعه پایدار است. یافته­ها حاکی از آن است که توسعه پایدار و همه جانبه، از بستر نیروی انسانی می­گذرد و پیش شرط رخداد و تداوم هر توسعه و تحولی، سرمایه­گذاری در نیروی انسانی از طریق آموزش و به ویژه آموزش محیط زیست است که به منزله رکن و هسته اصلی و محوری هر جامعه­ای می_باشد؛ پس با توجه به اینکه آموزش یکی از مؤثرترین مؤلفه­ها تأثیرگذار بر توسعه پایدار هر کشور است، انجام اقداماتی وسیع، همه جانبه، مستمر و فراگیر در جهت افزایش آگاهی­ها محیطزیستی جامعه امری ضروری به نظر می­رسد. نگاه اقتصادی به مقوله آموزش از منظر سرمایه­گذاری بر اساس استانداردهای بانک جهانی و تبیین نقش آن در توسعه پایدار، نوآوری این مقاله می باشد.

چکیده [English]

The idea of sustainable development emerged from environmental concerns and criticism of economic and industrial development and its ideal is to preserve resources for all generations with meeting the needs of the present generation. Sustainable development requires extensive changes in the lives of communities at all levels. This change requires the participation of citizens and civil society and people awareness and education about sustainable development is its prerequisite.  Education is the infrastructure of development of our modern world and without accessibility to education and creating general awareness in humans, sustainable development will not exceed a superficial and vulgar slogan. The purpose of this research using descriptive document analysis is to explain and analyze the impact of education and especially environmental education on sustainable development. The findings suggest that a sustainable and comprehensive development will be via human resources development and the  prerequisite of the occurrence and continuation of any development, is investment in human resources through education and especially environmental education which is a central core and pillar of any society. Considering that education is one of the most influential factors affecting the sustainable development of each country, wide, continuous, comprehensive and inclusive measures in order to increase environmental awareness is necessary. Economic view to the issue of education from the perspective of investment, according to World Bank standards and explaining its role in sustainable development, is the innovation of this paper.
