طراحی و تببین مدل مدیریت منابع انسانی سبز و تأثیر آن بر عملکرد محیطی (مورد مطالعه: شهرداری مشهد)

چکیده

برای دست‌یابی به سیر تکاملی در راستای توسعه پایدار، بسیاری از سازمان‌ها درصدد به‌کارگیری سیستم مدیریت محیطی هستند. لذا استقرار نظام‌های مدیریتی همچون نظام مدیریت محیط‌زیستی و منابع انسانی سبز می‌تواند جهت نیل به این مهم مؤثر باشد. هدف این مطالعه طراحی مدل مدیریت منابع انسانی سبز و تعیین شاخص‌ها و مؤلفه‌های مدیریت منابع انسانی سبز می‌باشد. برای رسیدن به این هدف در ابتدا در بخش کیفی، با استفاده از روش دلفی پرسش‌نامه اولیه‌ای تهیه و از طریق مصاحبه نیمه ساختاریافته با 15 نفر از خبرگان شامل اساتید رشته مدیریت و محیط‌زیست و متخصصان منابع انسانی در شهرداری مشهد به شیوه گلوله برفی صورت پذیرفت که بعد از انجام سه مرحله مؤلفه‌های مدیریت منابع انسانی سبز شناسایی گردید. در بخش کمی محقق با استفاده از داده‌های شناسایی‌شده از مراحل دلفی که توسط خبرگان احصاء شده بود پرسش‌نامه‌ای محقق ساخته را که پایایی و روایی آن به روش روایی سازه انجام‌شده را بین کارکنان شهرداری با استفاده از فرمول کوکران به تعداد 384 نفر جهت نظرسنجی توزیع نمود که با آزمون فرضیه‌ها از طریق معادلات ساختاری و نرم‌افزار استاتا نسخه 12 نتایج زیر حاصل گردید: از بین هشت قابلیت مدیریت سبز منابع انسانی سازمان، دو شاخص توسعه آموزش و توانمندسازی کارکنان و شاخص توسعه مشارکت کارکنان از معنی‌داری آماری لازم برخوردار نبوده‌اند؛ اما شش شاخص دیگر توانسته‌اند در حد بالا و قابل قبولی بر عملکرد محیطی شهرداری مشهد اثرگذاری داشته باشند که طبق ضرایب استاندارد برآورد شده، به ترتیب شاخص توسعه ساماندهی سبز و بعد از آن توسعه فرهنگ سبز سازمانی می‌توانند بیشترین اثرگذاری را از ناحیه مدیریت سبز منابع انسانی بر عملکرد محیطی شهرداری مشهد داشته باشند و سپس شاخص‌های توسعه نظارت و ارزیابی سبز، توسعه روابط مدیریتی، توسعه پاداش و جبران خدمات سبز و توسعه انتخاب و گزینش سبز بیشترین اثرگذاری را بر عملکرد محیطی داشتند.

To achieve sustainable development, many organizations are planning to employ environmental management systems Therefore, the establishment of management systems such as environmental management systems and green human resources can play a significant role in achieving this goal. This research aims to present a Green Human Resource Model (GHRM) and to define the indicators and components of HRM. At first, using the Delphi method, a rough questionnaire has been developed and then, using a snowball sampling method, the data was collected through semi-structured interviews with human resources experts including management and environmental science professors and human resources specialists in Mashhad’s municipality. After the analysis of the recorded interviews, the green HRM components were identified. In the quantitative phase, a questionnaire was developed using the data collected from the Delphi steps and gathered from the experts. The validity and reliability of the questionnaire were tested using the construct validity method. Utilizing the Cochran formula, 384 municipality staffs take part in the study. Applying structural equations and using the STATA software, the hypotheses were checked the results are as follow: out of eight indicators regarding HRM model, education development and employees’ participation enhancement were not statistically significant. However, the other 6 indicators influenced Mashhad’s municipality environmental performances. According to the estimated standard coefficients, the green development index and green organizational culture development have had the most impact on Mashhad municipality’s environmental performance. The other important factors include green monitoring and evaluation indices, managerial relationships development, development of rewards and compensation for green services and finally, the green choice development. These indicators have had the highest impact on environmental performance, respectively.
